Licensed today — serious 2017 US history

FXCM is licensed today — including in South Africa, where its entity now operates under the group’s post-2023 name: Stratos South Africa (Pty) Ltd, FSP 46534, Authorized (verified on the FSCA register 12 July 2026). But its history matters: in 2017 the US CFTC found FXCM defrauded retail forex customers and banned it from the US market permanently. That was nine years ago under prior ownership structures — we disclose it because most review sites don’t.

Who you actually contract with

  • South Africa: Stratos South Africa (Pty) Ltd — FSCA FSP 46534, status Authorized (verified on the register 12 July 2026; screenshot below). FXCM Group renamed to Stratos in 2023; FXCM’s own site confirms this entity and FSP number.
  • Group licences include FCA (Stratos Markets Ltd, FRN 217689 — verified Authorised on the FCA register 12 July 2026, where the register also displays a disciplinary-action flag), CySEC (Stratos Europe Ltd, ex FXCM EU Ltd, CIF 392/20 — verified on the CySEC register 12 July 2026) and ASIC under the Stratos/FXCM structure.

Verified findings — with sources

  • CFTC enforcement, February 2017: FXCM and its founders were fined $7 million and permanently banned from the US market for defrauding retail forex customers — the CFTC found FXCM’s "no dealing desk" model secretly routed trades through a market maker (Effex Capital) it supported and controlled, while telling clients it had no conflict of interest (CFTC order; NFA parallel action).
  • FCA fine, February 2014: the FCA fined Forex Capital Markets Ltd and FXCM Securities Ltd £4,000,000 for breaches of Principles 6 and 11 — between 2006 and 2010 FXCM failed to pass favourable price movements to customers and kept the benefit, and it then failed to tell the FCA that US authorities were investigating the same conduct. The register entry for Stratos Markets Ltd (FRN 217689) still carries the FCA’s disciplinary-action flag (FCA final notice, shown below; register checked 12 July 2026).
  • The group restructured and rebranded to Stratos in 2023. No new regulator enforcement actions surfaced against the current Stratos/FXCM entities in our July 2026 sweep.

Why was FXCM banned from the United States?

In February 2017 the CFTC found FXCM had defrauded retail customers: its supposedly conflict-free "no dealing desk" execution secretly routed orders through a market maker FXCM effectively controlled. FXCM paid a $7m penalty and withdrew from the US permanently. It remains licensed elsewhere (FCA, ASIC, FSCA).

Is FXCM safe to use now?

Its current licences are real and our sweep found no enforcement actions since the group restructured as Stratos. Whether the 2017 history disqualifies it is a judgment call — we disclose it so you can make that call; many review sites omit it entirely.
